Under general direction, supervises and coordinates the daily activities of substation electricians involved in construction, repair, installation,
testing, calibration, maintenance, or removal of electric utility high and low voltage substation equipment and systems.

 

Job Description:

Purpose: 

Under general direction, supervises and coordinates the daily activities of substation electricians involved in construction, repair, installation, testing, calibration, maintenance, or removal of electric utility high and low voltage substation equipment and systems.

Duties, Functions and Responsibilities: 

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Assigns, organizes, and monitors task completion for workgroup.

• Interprets, explains and enforces City policies, procedures, building codes, specifications and ordinances.

• Communicates with schedulers and project managers regarding projects.  Works closely with engineering to provide input on design issues.

• Monitors safety issues for work group.

• Supervises the repair, installation, maintenance, testing, calibration, diagnostic analysis, or removal of electric utility substation equipment including substation transformers, switchgears, circuit breakers, disconnect switches, motor operators, bus work, substation batteries, chargers, and control cabinets.

• Analyzes and troubleshoots various substation alarms and guide substation electricians in appropriate actions necessary to facilitate repairs.

• Provides input into the development of Capital and O&M budgets.

• Assures compliance to ISO registration requirements.

Responsibilities - Supervisor and/or Leadership Exercised: 

Responsible for the full range of employee supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities: 

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of Transmission and Substation design and construction standards. 

• Knowledge of applicable Austin Energy and OSHA safety regulations.

• Knowledge of local environmental requirements for construction and maintenance activities. 

• Knowledge of relaying to understand the zones of protection and function of each type of relay.  

• Knowledge of supervisory and managerial techniques and principles.

• Skill in estimating time, material and labor for job assigned. 

• Skill in oral and written communications.

• Skill in handling multiple tasks and prioritizing.

• Skill in using computers and related software applications.

• Skill in data analysis and problem solving.

• Ability to determine the cause of relay operations, clearing of faults and re-energizing of substation after a fault condition.

• Ability to read and interpret drawings, plans, schematics, wiring diagrams, and written specifications. 

• Ability to work in field conditions, temperature extremes, and other inclement weather conditions.

• Ability to work in hi-voltage environment up to and including 362KV.

• Ability to establish and maintain effective communication and working relationships with subordinates, management, city employees, and the public.

Minimum Qualifications: 

Graduation from an accredited high school or equivalent, plus six (6) years or relevant work experience, two (2) years of which were in a lead or supervisory capacity.

Licenses and Certifications Required: 

• Valid Texas Class A Commercial Driver's License or ability to acquire license and/or endorsements within 120 days of employment. 

• Ability to produce and maintain an acceptable driving record.

Preferred Qualifications:

• Experience with electrical field work.

• Knowledge of Transmission and Substation design and construction standards.

• Skill in using computers and related software applications such as Microsoft Word and Excel.

• Skill and experience reading and interpreting electrical prints and one-line diagrams.

Driving Requirement:
Valid Texas Class A Commercial Driver License or ability to acquire license and/or endorsement within 120 days of employment. External New Hires must meet the City of Austin's Driver Record Evaluation (DRE) requisite.

To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Job offer may be contingent on passing a pre-employment drug and alcohol screening test and thereafter, comply with Department of Transportation, Federal Regulations and the Alcohol and Controlled Substance
Testing rules as outlined by the City of Austin Drug and Alcohol Policy for Drivers of Commercial Motor Vehicles. The position requires adherence to all DOT regulations and City of Austin Personnel Policies.
 

Assessment:
Your skill level in some of the competency areas for this job may be assessed through skills testing.

Pay Range: Commensurate depending on qualifications and experience.
 

Location/Hours: 2526 Kramer Lane, Austin, TX
Monday – Thursday 5:45 a.m. to 4:15 p.m. Work hours may include after hours, holidays, and weekends. Shifts may change according to departmental needs.
 

WORK SCHEDULE:
This position is designated as Essential Personnel with the City of Austin and may be required to work during emergencies, severe weather, or other operational needs, including when not regularly scheduled.

• Work hours may include evenings, weekends, holidays, on-call assignments, call back, and additional hours outside the regular schedule.

• Shifts may change based on departmental or business needs.

• This position is eligible for on-call and call back pay, as applicable.

• Employees are required to follow all applicable City policies, procedures, and work rules related to on-call and call back assignments.
