JOB SUMMARY

Under general supervision, this position provides analytical, technical, and administrative support for the Public Works Department’s asset management and GIS systems. The role is responsible for maintaining accurate infrastructure asset data, performing analysis and reporting, digitizing assets from engineering designs, supporting system integrations, and improving data collection processes to support effective asset planning and decision-making.

ESSENTIAL JOB FUNCTIONS:

  • Support full project life cycle management of Public Works’ assets, including digitizing assets from engineering designs, field surveys, or building asset data by transforming and integrating existing data, creating new data collection plans, testing new technology, documenting processes, and performing change management tasks.

  • Integrate completed maintenance and capital improvement program project data from the work management system into the asset management system.

  • Develop and maintain dashboards, reports, queries, and GIS mapping tools; identify data inconsistencies and communicate findings to supervisors and management.

  • Analyze data within the asset management system to prepare cost projects, condition and aging analysis, and other specialized reports or maps.

  • Provide hardware and software support to department staff, including inventorying, deploying, and supporting computers, laptops, monitors, mobile hotspots, VOIP phones, and mobile devices.

  • Perform routine administration of assigned asset system modules and coordinate system maintenance, modifications, and upgrades with staff and suppliers.

  • Develop asset-related documentation and training materials, including training manuals, job aids, and change logs.

  • Conduct new user onboarding and refresher training for asset management system users.

  • Stay informed on industry standards and best practices related to asset management and communicate relevant information to management.

  • Participate in an on-call rotation and respond to after-hours emergency or severe weather events that impact roadway or stormwater infrastructure or traffic operations.

OTHER JOB FUNCTIONS:

  • Serve as back up to the Asset System Administrator as needed.

  • Assist with troubleshooting, developing, testing, and implementing system automations and integrations across multiple software platforms. 

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of the principles and practices of infrastructure asset management, including asset life cycles, condition assessment, and maintenance planning.

  • Knowledge of asset management and work management systems, preferably OpenGov EAM.

  • Knowledge of Geographic Information Systems (GIS) concepts and spatial data management.

  • Knowledge of system design and administration concepts, including implementation, integration, configuration, user roles, permissions, workflows, and system security of GIS and asset management systems.

  • Knowledge of database concepts, including data structures, data relationships, and basic querying.

  • Knowledge of reporting and dashboard tools, including configuration and data visualization best practices.

  • Knowledge of data governance, data quality, and data standards related to asset management.

  • Knowledge of data analysis and research methods, including trend analysis and condition modeling, cost modeling, lifecycle analysis, and risk-based prioritization concepts.

  • Knowledge of continuous process improvement methodologies and practices, business process analysis, and workflow optimization.

  • Knowledge of change management and system upgrade methodologies.

  • Knowledge of project management principles, including gathering, testing, documentation, and deployment.

  • Knowledge in user training and support methodologies for enterprise systems.

  • Knowledge in the development of technical documentation, training manuals, and job aids.

  • Skill in administering and configuring asset management systems, including user roles, workflows, data structures, and security settings.

  • Skill in analyzing asset data to support lifecycle planning, condition assessment, cost modeling, and capital planning decisions.

  • Skill in developing reports, dashboards, queries, and maps to support operational, management, and executive decision-making.

  • Skill in integrating data between asset management, work management, GIS, and other enterprise systems.

  • Skill in maintaining data accuracy, consistency, and quality through validation, auditing, and standardized processes.

  • Skill in GIS-based asset mapping, spatial analysis, and visualization.

  • Skill in troubleshooting system issues, identifying root causes, and coordinating resolutions with vendors, IT staff, and end users.

  • Skill in process improvement, including documenting workflows, identifying inefficiencies, and implementing system or procedural enhancements.

  • Skill in project coordination, including requirements gathering, testing, deployment, and post-implementation support.

  • Skill in training and supporting users, including developing training materials and conducting group and one-on-one training sessions.

  • Skill in technical documentation, including system configurations, procedures, change logs, and user guides.

  • Skill in communicating technical information clearly to both technical and non-technical audiences.

  • Skill in prioritizing work and managing multiple tasks with minimal supervision.

  • Skill in using standard office and reporting software, including Microsoft Word, Excel, PowerPoint, and data visualization tools.

  • Ability to enter data into software systems at an efficient speed with few errors.

  • Ability to learn and apply principles and practices related to GASB 34 regulations.

  • Ability to learn and understand various public infrastructure asset types and associated maintenance techniques.

  • Ability to learn and apply public sector operational practices.

  • Ability to receive, understand, and interpret detailed information through oral and written communication.

  • Ability to make sound decisions using imperfect or incomplete information.

  • Ability to operate a variety of office and mobile equipment including, but not limited to, personal computers, smartphones, and related technology.

  • Ability to exercise independent and appropriate judgment.

  • Ability to read, interpret, and apply information from manuals, technical documentation, and system guides.

  • Ability to reason abstractly using quantitative concepts, data, and symbols.

  • Ability to perform essential physical functions, including but not limited to, seeing, sitting, walking, sorting, filing, typing, writing, pushing, pulling, squatting, standing, stooping, twisting, and lifting objects weighing up to 20 pounds.

  • Ability to write custom database queries and reports to meet user specifications.

  • Ability to think critically, analyze issues, and troubleshoot system or process problems.

  • Ability to coordinate and support the implementation of new systems, processes, and practices.

  • Ability to respond to after-hours or emergency situations related to system availability or infrastructure events, as required.

Qualifying Education and Experience:

  • Bachelor's Degree in Information Systems, Computer Science, Applied Geography, Public Administration, or Business Administration.

  • One year of experience in technology implementation and ongoing project management.

  • Or equivalent combination of education and/or experience

Preferred Qualifications and Experience:

  • Six months experience working with asset management systems, ArcGIS and various databases.
