CHIEF PEOPLE OFFICER (CPO)

Position Purpose


We are looking for an experienced, commercially minded, and pragmatic Chief People Officer to lead Finora Bank’s people agenda and oversee its HR and Administration functions across Lithuania and Estonia.

This is a senior strategic role with substantial personal execution. The CPO should be as comfortable making organization-level decisions as completing the detailed work required to implement them.

You will lead the HR and Administration team and work closely with senior leadership and the Head of Administration and the Chair of the Supervisory Board on key people and organizational matters.

The position is primarily office-based in Vilnius, with responsibility across Lithuania and Estonia.


What will you be doing?


People Strategy, Organization and Change


  • Lead the Bank’s people strategy in line with business priorities, financial objectives, and regulatory requirements.
  • Advise senior leaders on organization design, workforce planning, leadership, talent, and people-related risks.
  • Lead organizational changes, restructurings, role redesign, underperformance cases, and other complex employee matters with sound judgment and legal compliance.
  • Identify critical roles, capability gaps, succession needs, and key-person dependencies.


Performance, Leadership and Remuneration


  • Own the Bank’s performance management cycle, including KPIs, reviews, calibration, documentation, and follow-through.
  • Support managers in setting expectations, managing performance, and strengthening accountability.
  • Drive leadership development, succession planning, and targeted capability-building initiatives.
  • Maintain remuneration, bonus, benefits, and recognition principles that balance fairness, competitiveness, performance, and affordability.


Recruitment, Culture and Employee Experience


  • Personally lead the full recruitment process, including sourcing, screening, interviews, candidate assessment, selection decisions, and offers.
  • Oversee employment documentation, onboarding, probation, internal mobility, and offboarding processes delivered by the HR Specialist.
  • Use employee feedback, engagement surveys, and HR data to identify issues and turn findings into practical actions.
  • Strengthen an accountable and resilient culture and lead internal communication on people matters.


Labour Law, Governance and Daily Operations


  • Own and continuously improve the Bank’s HR policies, methodologies, and people-governance framework.
  • Ensure legally sound decisions and documentation across employment, performance, disciplinary, restructuring, and termination matters.
  • Manage people-related risks and maintain audit and regulatory readiness.
  • Oversee employee documentation, employee records, payroll inputs, HR systems, and employee lifecycle processes, ensuring accurate and timely delivery by the HR team.


Administration and Office Management


  • Lead and coordinate the HR and Administration team, including the HR Specialist and Office Managers.
  • Own the Administration function and its budget, approve expenditures, and ensure the responsible use of organizational resources.
  • Oversee office operations, capacity and space requirements, facilities, procurement, vendors, administrative contracts, company vehicles, and other office-related services.
  • Set priorities and provide direction to Office Managers while ensuring that day-to-day administrative work is delivered effectively.


What will help you succeed?


  • Proven senior HR leadership experience, ideally in banking, fintech, or another regulated environment.
  • Experience managing a broad people agenda across both strategic and operational HR.
  • Expert-level practical knowledge of Lithuanian labour law, HR governance, and policy development.
  • Strong judgment and decisiveness when managing complex and sensitive employee matters.
  • Experience leading HR and Administration teams and overseeing office operations, budgets, vendors, contracts, and administrative projects.
  • Experience working effectively with executive and supervisory-level stakeholders.
  • Strong business and financial understanding and the confidence to challenge constructively.
  • High ownership, integrity, discretion, resilience, and attention to detail.
  • Fluent Lithuanian and English.
