Community Workforce Connector/Bilingual (Spanish)

Classification: Non-Exempt

Reports to: Community Services Manager/Special Projects Manager

Salary: $52,000/year

Scope of Position

The Workforce Connector is responsible for expanding access to workforce development services by connecting job seekers, employers, and community partners to workforce services. This position requires Labor Exchange and WIOA registrations. The connector will manage participant caseloads and connect participants to employment and/or training.

The Workforce Connector maintains relationships with community organizations, provides workshops and case management to Special Initiatives, and assists with project implementation, connecting qualified job seekers with employer hiring needs and performance tracking. This position is also responsible for maintaining accurate documentation in CWDS and other reporting systems and ensuring compliance with workforce policies

Essential Responsibilities

  • Connect PA CareerLink® services to individuals in community organizations where we are co-located
  • Represent PA CareerLink® at community events and job fairs
  • Promote PA CareerLink® services and increase community awareness through presentations to the Workforce system
  • Complete WIOA eligibility determination, enrollment, and case management, and develop Individual Employment Plans (IEPs)
  • Provide career counseling, resume development, interview preparation, job search assistance, and career pathway guidance; coach participants toward employment, credential attainment, and career advancement
  • Coordinate referrals to training providers, apprenticeship opportunities, supportive services, vocational programs, and partner agencies; maintain active caseloads with timely follow-up and participant engagement
  • Promote apprenticeship programs, OJT, and career pathway initiatives
  • Lead assigned workforce initiatives and special projects from planning through completion, assisting the Special Projects Coordinator in ensuring all projects are delivered within scope, timeline, budget, and performance expectations
  • Support Special Projects recruitment, orientation, and workshops
  • Monitoring participants' success during the initiative’s cohort
  • Accurately document all participants' outcomes for all initiatives in CWDS daily
  • Responsible for data tracking of every service provided as a daily requirement using the data and PIRL guidance
  • Complete required reports within established deadlines; monitor performance metrics and recommend corrective actions when necessary
  • Maintain organized electronic and paper records of WIOA and LX documents
  • Travel frequently throughout the Philadelphia region and work in both office and community-based settings, including occasional evenings and weekends

Qualifications

  • Bilingual (English/Spanish) required
  • Bachelor’s degree in Workforce Development, Human Services, Social Work, Education, Business Administration, Public Administration, Project Management, or a related field; equivalent experience may be considered
  • Excellent written, verbal, presentation, customer service, and relationship-building skills; ability to work independently and collaboratively
  • Experience managing workforce or community-based projects, working with WIOA programs, facilitating workshops, and building employer and community partnerships preferred
  • Experience in case management
  • Demonstrated project management, organizational, analytical, and problem-solving skills with the ability to manage multiple priorities and meet deadlines
  • Demonstrated cultural competency and commitment to serving diverse populations; proficiency in Microsoft Office Suite and SharePoint
  • Ability to travel frequently throughout the Philadelphia region; reliable transportation and a valid driver’s license preferred
  • Ability to work occasional evenings and weekends
