About this role

Overview

Reporting to the Director, Corporate Services, the Construction Manager is responsible for overseeing the full project lifecycle—from early planning and feasibility through procurement, construction, commissioning, and close‑out. The role is accountable for delivering approved scope, schedule, budget, quality, safety, and regulatory outcomes across a diverse portfolio of concurrent projects.

 

The Construction Manager provides end‑to‑end tactical leadership for the delivery of complex capital construction projects that support the organization’s long‑term facilities and operational objectives. This role offers technical and professional leadership to internal teams and external consultants, proactively resolves complex project issues, and applies disciplined governance and project controls. Sustainable, accessible, and regulatory considerations are seamlessly integrated to ensure effective stewardship of corporate assets and the successful delivery of high‑quality facilities.

Responsibilities

  • Lead project planning activities to ensure facility design and delivery approaches are aligned with corporate strategic objectives, approved functional programs, and operational requirements.
  • Provide direction and technical oversight to project staff and external consultants to translate approved concepts into coordinated design and construction documentation.
  • Guide the development of short- and long-term project budgets, including cost estimates, contingencies, and cash flow forecasting, ensuring alignment with approved capital plans.
  • Support procurement planning by contributing to the development of specifications and technical requirements for Requests for Proposals (RFPs) and Requests for Quotations (RFQs).
  • Lead or participate in team progress meetings for major projects.
  • Regularly visit project sites and triages major issues and unforeseen conditions as required with contracted consultants, or construction companies.
  • Support the Director, Corporate Services by translating corporate priorities, capital strategies, and organizational initiatives into actionable facilities and capital project inputs.
  • Work with senior leaders and business units to identify upcoming operational, legislative, and service delivery changes that may impact facilities, space, or capital infrastructure requirements.
  • Provide tactical planning support for annual capital planning and long range facilities strategies by gathering, validating, and synthesizing operational requirements and space needs.

Qualifications

Education:

  • Degree in Business Administration, Architecture, Construction Management or Engineering.
  • Project Management Professional (PMP) certification, designation or equivalent.
  • Supplementary courses related to Project Management and/or Construction Management.
  • Additional training and experience in Construction Specification, LEED, Building Code and Construction Contract Administration is considered an asset.
  • Gold Seal Certification considered an asset.

 

Experience:

  • Seven years of related experience, including five years of progressive experience managing multiple medium to large projects and special initiatives. This includes high visibility projects that involve large scope and budgets, multiple system changes, and multiple stakeholder groups.
  • Specific experience in a project environment and/or process review is an asset.

Technical Knowledge and Skills:

  • Strong leadership skills to motivate a diversified work group/project team.
  • Demonstrated skills in managing multiple, parallel projects or multiple streams of work on a very large project.
  • Superior interpersonal and communication skills to present information effectively to various audiences.
  • Strong project management skills, including Work Breakdown Structures, requirements management, deliverables, and budget allocations.
