Job Summary:

The Customs Compliance Specialist will be responsible for the execution and reporting of both inbound documentation issues and trade compliance issues. This position will work closely with key partners and business stakeholders to evaluate business needs, conduct analysis, and help develop solutions to support business expansion and/or initiatives.
This position will interact with management in Supply Chain, DC Operations, Logistics, Finance, and cross-functional business partners to ensure compliance initiatives are being followed.


Responsibilities:

Key Accountabilities:

  • Classification Expertise: Children’s apparel, footwear, accessories, and etc. utilizing in-depth knowledge of HTS, General Notes (GNs), GRI principles, Explanatory Notes (ENs), and Chapter 98/99 provisions.
  • Develop and maintain the TCP Corporate Duty Rate Chart
  • Ensure inbound documentation complies with US regulatory requirements as well as Children’s Place guidelines
  • Ensure goods that are in-transit are ASN compliant
  • Manage exceptions through communication with vendors, agents, and sourcing partners
  • Identify, analyze, and solve for sources of non-compliance, which may include vendor error, business process failure, systemic failure, etc.
  • Strong internal business partner collaboration: Sourcing, Production Design, Quality Assurance
    • Product reviews, requests (duty, etc.), updates, tariff engineering opportunities
    • Training on new/updated U.S. Customs regulations
    • Vendor Compliance
  • Customs Broker collaboration (US and Canada)
    • Provide resolutions to create for smooth customs entry
    • Shipment discrepancies, requests for additional information, etc.
  • Knowledge of Canada Customs requirements: Documentation and clearance procedures with the ability to resolve issues
  • Free Trade Agreement Qualification and Documentation Review: AGOA, CAFTA, USMCA, etc.
  • Partnering Government Agency Review – AD/CVD, CPSC, FDA, etc.
  • CF28/CF29 resolution
  • Prepare Customs binding rulings when required.
  • Trade tariff remedy exposure
  • Duty Drawback knowledge

Education and Experience:

  • Bachelor’s degree
  • LCB Required.
  • 3-5 years of experience in trade compliance related to inbound regulatory documentation for footwear and apparel 
  • Previous experience in Vendor Compliance, Quality Control, Global Sourcing, Duty Drawback, or First Sale a plus

Skills and Behavior:

  • ACE Reporting and SAP (Required);Highly proficient in Microsoft Office (Pivot tables, Lookups)
  • In-depth knowledge of the Harmonized Tariff Schedule (HTS), General Notes (GNs), GRI principles, Explanatory Notes (ENs)
  • Strong understanding of import processes, laws, and regulations
  • Proficiency in business software applications, spreadsheets, and systems including PLM, Power BI, SAP, etc.
  • Exercise independent judgment to problem solve, making timely and accurate determinations
  • Highly-developed analytical skills with strong attention to detail and accuracy
  • Ability to work professionally and effectively with all levels of a corporation, in a cross-functional environment
  • Self-motivated and able to work independently.
  • Must adapt to changing business needs, manage high-volume seasonal workloads, and uphold TCP’s commitment to “reasonable care” in customs compliance.

Hourly/Salary
