About this role

Position Summary

The Data Analyst – Real Property & Business Intelligence provides facility analysis, real property database support, data management, analytics, and business intelligence support for the Office of the Surgeon General (OTSG) / U.S. Army Medical Command (MEDCOM).

The position is responsible for managing, analyzing, validating, and maintaining facilities data used to support Medical Readiness, the Army Facility Investment Plan (FIP), operational decision-making, dashboards, reports, meetings, and other government deliverables. The analyst works across multiple data systems and sources to identify relationships, validate information, resolve discrepancies, develop analytical products, and provide reliable data to government stakeholders. The position also supports dashboard development and maintenance, process improvement, knowledge management, technical documentation, and training related to Real Property Systems.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role: 

  • Manage, analyze, validate, and prepare facilities data supporting OTSG/MEDCOM operations and Medical Readiness.
  • Conduct data mining, routine analysis, modeling, and research using information from diverse sources.
  • Query, interpret, and report data using sound analytical and research methodologies.
  • Analyze relationships between multiple data systems and blend information using effective data-management techniques.
  • Perform detailed analysis to identify challenges, determine root causes, and develop recommendations and solutions.
  • Prepare ad hoc queries, reports, data calls, and analytical productsbased on government requirements.
  • Prepare and summarize weekly, monthly, and periodic operational results for key stakeholders.
  • Translate analytical findings into clear reports, specifications, instructions, flowcharts, and other deliverables.

Real Property & Facilities Data

  • Provide analytical and database support for MEDCOM facilities and Army Real Property programs.
  • Review, manage, and validate facility information within applicable Real Property Systems.
  • Analyze facility data supporting the Army Facility Investment Plan (FIP).
  • Review project documentation and facility data to support investment planning and Medical Readiness requirements.
  • Identify discrepancies between facility inventory and system data, determine root causes, and recommend corrective actions.
  • Maintain accurate and reliable facilities information through data entry, database queries, validation, and quality-control processes.
  • Acquire and maintain access to applicable Army Real Property systems, including:

Data Quality & Quality Assurance

  • Develop and implement data collection, reporting, and quality-control standards.
  • Conduct quality-control reviews to ensure data is valid, accurate, complete, consistent, and reliable.
  • Monitor data integrity across multiple systems and identify discrepancies or inconsistencies.
  • Review data sources and collection mechanisms to identify opportunities for improvement.
  • Establish processes that promote standardized and reliable data reporting.
  • Maintain operational processes by following established policies and procedures and recommending changes when necessary.

Business Intelligence & Dashboard Support

  • Support the creation, maintenance, and updating of business intelligence dashboards supporting Army Medical Readiness.
  • Provide analytical support for dashboard-based deliverables and Medical Readiness reporting.
  • Participate in the full analytical lifecycle, from project requirements and data extraction through data manipulation, reporting, dashboard design, and delivery of results.
  • Pull, manipulate, analyze, and export data to support dashboard and reporting requirements.
  • Support dashboard creation, updates, data integration, and management for MEDCOM.
  • Work with multiple data sources to identify relationships and develop integrated analytical solutions.
  • Help ensure dashboard data is accurate, current, standardized, and aligned with government requirements.

Process Improvement

  • Plan and lead database and analytical process-improvement initiatives.
  • Evaluate existing processes, identify inefficiencies, and recommend improvements.
  • Develop standardized procedures for data collection, analysis, reporting, and knowledge management.
  • Identify opportunities to improve data reliability, accessibility, efficiency, and usability.
  • Develop documentation, specifications, instructions, and process flowcharts to support improved operations.

Knowledge Management & Documentation

  • Ensure knowledge-management documentation is accurate, organized, properly archived, and accessible to authorized users.
  • Manage appropriate document access permissions and information-sharing requirements.
  • Ensure accurate and timely distribution of knowledge-management documentation between internal and external customers.
  • Maintain documentation supporting MEDCOM facilities, analytical processes, projects, and operational activities.
  • Participate in project meetings in a technical advisory and documentation capacity.
  • Prepare meeting notes, action items, decisions, follow-up requirements, and other supporting documentation.
  • Support effective communication and knowledge transfer among government stakeholders, customers, and project team members.

Training & Technical Support

  • Conduct training related to Army Real Property Systems, data processes, dashboards, and analytical deliverables.
  • Provide technical and analytical support to Medical Readiness Commands.
  • Assist stakeholders in understanding data, analytical findings, reporting requirements, and dashboard outputs.
  • Provide technical guidance regarding data-management practices and system processes.

Stakeholder & Customer Support

  • Collaborate with MEDCOM, OTSG, project teams, government stakeholders, and other customers to understand analytical requirements.
  • Participate in project meetings and provide technical and analytical recommendations.
  • Communicate complex data and analytical findings clearly to technical and non-technical audiences.
  • Support management-defined objectives, project timelines, deliverables, and priorities.
  • Provide responsive and professional customer service throughout project execution.

Travel

  • May be required to travel to various locations throughout the United States to support program execution, meetings, training, data collection, or other government requirements.


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Bachelor's degree in Business, Finance, Economics, Data Analytics, Information Systems, or a related field.
  • Minimum of 2 years of experience performing data analyst-related duties.
  • Demonstrated experience working with data dashboards and data integration programs.
  • 5+ years of demonstrated experience using Microsoft Excel for data analysis and reporting.
  • Comprehensive understanding of the MEDCOM mission and operational environment sufficient to support knowledge-management and analytical requirements.
  • Proficiency with Microsoft Office Suite.
  • Demonstrated ability to analyze information, interpret results, identify trends, and recommend resolutions.
  • Strong analytical, research, problem-solving, and critical-thinking skills.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to collaborate effectively within a team environment.
  • Ability to meet management-established goals, milestones, and deadlines.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

 

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

 

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses.
