Title: Director, Federal Public Policy & Legislative Affairs

Location: Washington, DC or Herndon, VA

Key Responsibilities

  • Strategic Policy Advocacy & Lobbying: Develop and execute public policy strategies/lobbying that align with business priorities, to support data center development, construction and operations, and to ensure power access.
  • Regulatory & Legislative Monitoring: Track, analyze, and report on emerging federal legislation impacting data center development, construction, operations, and power procurement.
  • Regulatory Engagement: Build working relationships, execute engagement strategies/meetings with key lawmakers, policymakers, regulators, and staff. Represent the company before the Administration, Federal agencies (e.g. DOE, FERC, NERC, FTC, DOJ, Treasury, FAA, EPA, Trade), ISOs, RTOs, and other entities as required.
  • Coalition Building/Stakeholder Engagement: Represent the company in relevant industry coalitions, trade associations (e.g., Data Center Coalition), and coalitions to advocate for data center interests and influence positive outcomes in all forums. Manage outside advisors to execute on needed policy/legislative/operational actions to support the company's objectives.
  • Cross-Functional Alignment: Work with Real Estate, Site Selection, Energy Procurement, Engineering, Public Affairs, Marketing Communications, Sustainability, Legal and other internal teams to align business/operational needs with business objectives and assess impact on internal departments and operations.
  • Thought Leadership, Messaging, Communication: Prepare policy briefs, white papers, talking points, testimony, other materials for internal teams or senior leadership. Prepare needed materials for external engagements to educate policymakers/other stakeholders on the role of data centers and AI infrastructure in the digital economy.
  • Compliance & Reporting: To the extent applicable, ensure lobbying activities comply with applicable laws, including necessary registrations. Ensure needed disclosure reports are filed.
  • Support State Public Policy & Legislative Affairs and Public Affairs in collaboration on issues as needed
  • Manage outside counsel and consultants.

 

Qualifications

  • Experience: 5-7+ years of experience in government relations, or prior service in state/federal legislative or regulatory bodies, with a specific focus on energy and power policy.
  • Technical Knowledge: Strong understanding of utility regulation, electricity markets, grid infrastructure, and interconnection processes.
  • Policy Expertise: Some familiarity with federal level energy regulations.
  • Communication Skills: Proven ability to translate complex technical issues into clear policy language for non-technical stakeholders.
  • Education: Law Degree or Bachelor’s degree in Public Policy, Energy Economics, Engineering, or a related field.
  • Strong analytical capabilities, excellent communication skills (both verbal and written), and the ability to work collaboratively in a matrixed environment.

Preferred Qualifications

  • Previous experience as a registered federal or state lobbyist.
  • Experience engaging directly with federal energy agencies, RTO/ISO entities.
  • Working knowledge of AI Infrastructure.
US Salary Range
$240,000$260,000 USD
