Department:

Accounting Department

Works under the supervision of the Chief Financial Officer. The Director of Finance will develop a positive rapport with the leadership team at all levels in support of the financial operations of SVH. The Director of Finance is responsible for: Providing leadership and oversight of the Controller who is responsible for
managing the accounting department, ensuring accurate financial reporting, regulatory compliance, and effective financial controls. The role supports strategic decision-making by providing reliable financial information and analysis. Drive short-term and long-term financial planning for Salinas Valley Health (SVH). This includes development of annual capital and operating budgets for the System, long term financial forecast, and preparation of financial feasibility studies and proformas for various business development opportunities. This position also oversees the cost accounting system, which is used to generate timely and effective financial analytics to support executive decision-making. This includes development of service line proformas for all programs to be used for strategic planning purposes. This position is responsible for providing ongoing training and education to the leadership of the organization related to financial performance reviews and assist with identifying opportunities for improvement.

1. Provides leadership and coordination of the organization’s financial planning, treasury functions,
accounting functions, budget management, cost reporting and reimbursements
2. Establishes and maintains an internal control environment to safeguard the assets of the organization.
Ensures the integrity and accuracy of financial information. Produces timely and consistent Financial
Statements that conform to generally accepted accounting principles.
3. Prepares reports for top management to appraise operating results in terms of costs, budgets, trends, etc.
4. Advises the Board, management staff, the public of the financial operations of the Hospital in concert with
the President/CEO and CFO.
5. Performs the general administrative duties of the accounting department, including supervision of
Decision Support and accounts payable and payroll.
6. Monitors operations of the organization and directs departments and functions connected with day-to-day
operations are functioning with high customer satisfaction, within acceptable clinical quality and patient
safety standards, staffing efficiencies, and fiscal performance metrics. This is in conjunction with the Chief
Financial Officer.
7. Participates in strategic planning and budgeting processes and develops action plans that ensure that both
the department or service unit and the organization achieve annual objectives.
8. Participates in cross-functional team planning to address Hospital needs and maintain control of both cost
and quality of service.
9. Provides leadership to the organization that contributes to the financial effectiveness by: preparing and
recommending an annual operating budget; using formal measurement and analysis techniques to
recommend, review, and measure financial outcomes and decisions; monitoring budgetary indicators on
an ongoing basis; and reviewing budget variances, including staffing, and instituting corrective measures to
meet financial targets.
10. Manages the hospital financial resources by establishing, communicating and implementing the long-range
financial parameters of a financially sound operation. Prepares regular reports outlining the hospital’s
financial position in all areas of assets, liabilities, income and expenses bases on past, present and future
operations.
11. Provides leadership in assessment of financial viability of business operations, strategies and new business
opportunities and services.
12. Advises the President/CEO and Board on financial issues. Review, interpret, analyze and communicate
quantitative and qualitative assessment of decision-making and risk/opportunities, management strategies
and marketing position.
13. Monitors Medicare and Medi-Cal payors to ensure maximum legal reimbursement to the Health Care
System.
14. Keeps abreast of the changes in third party legislation, especially Medicare and Medi-Cal.
15. Assists the Chief Financial Officer on special projects and performs other duties as assigned.
16. Leads and manages development of Annual Operating and Capital Budgets.
17. Identifies key issues, trends, and problem areas and communicates findings to senior management.
18. Prepares a long-term financial forecast to be used by the executive team for decision-making.
19. Maintenance of cost accounting systems including timely periodic updating of costing standards and
monthly reconciliation of all costs to the general ledger.
20. Assists in the evaluation of proposed business development opportunities and contract negotiations.
21. Implements, maintains, and reviews productivity reports with leadership of SVH.
22. Prepares monthly Department Performance/Budget Variance reports.
23. Tracks capital budget spending, including budget substitutions.
24. Partners with Human Resources and executive leadership to implement position control strategies and
processes to manage staffing requests and requirements.
25. Serve as a resource in partnership with Director of Patient Financial Services and Chargemaster Manager
to prepare cost analyses for new procedure codes of the hospital.

Education: Bachelor’s degree in Accounting or Finance.

Licensure: CPA license preferred.

Experience: Seven years’ progressive leadership experience in the accounting and financial planning and analysis field. Healthcare preferred.
