Director of Public Health Nursing, Assistant

Job Purpose

Under the leadership of the Director of Public Health Nursing, The Assistant Director of Public Health Nursing (ADPHN) provides strategic, clinical, and operational leadership for Inclusion Health services, leading service planning, coordination, and resource management across health and social care settings. The role is responsible for health needs assessment, data collection and sharing, staff and practice development, clinical leadership, quality assurance, quality improvement, risk management, and the effective management of resources to ensure safe, high-quality, person-centred care.

Essential Criteria

Candidates must have at the latest date of application:  

1. Statutory Registration, Professional Qualifications, Experience, etc 

• A.) Eligible applicants will be those who on the closing date for the competition: 

• Be registered, in the Public Health Nurse Division kept by the Nursing & Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

And 

• i.) Have at least 5 years post registration experience as a public health nurse (or an aggregate of 5 years fulltime post registration experience in the Irish Health Sector with experience working with Travellers/vulnerable groups in community. 

                                         And

• ii.) Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher standard in one of the following: Health Care, Quality Improvement, Risk Management, Health and Safety or Leadership and Management related area.

             Or

• iii.) Give a commitment to undertake a relevant post registration qualification at not less than Level 8 (QQI) qualification in one of the following: Health Care, Quality Improvement, Risk Management, Health and Safety or Leadership and Management related area within a specific time scale to be decided.

• B.) Candidates must possess the requisite clinical, managerial and  administrative capacity to properly discharge the functions of the role. 

                                        And

• C.) Candidates must demonstrate evidence of continuous professional development. 

2. Annual registration 

• i.) On appointment, practitioners must maintain live annual registration on the relevant division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann). 

                           And 

• ii.) Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC). 

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character 

Each candidate for and any person holding the office must be of good character.
