About this role

Overview

Our client is an award winning global integrator supporting a major branch of our Armed Forces.  They have a need for an Emergency Service Program Manager, in this role you will provide enterprise-level oversight and strategic leadership for Department of War fire and emergency services, ensuring operational readiness, policy compliance, resource planning, and advocacy for mission-specific firefighting requirements across all installations. This opportunity is on-site in the DC Area.

 

Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE. 

Responsibilities

  • Provide enterprise-level oversight and strategic leadership for fire and emergency services programs across all organizational installations.
  • Ensure compliance with organizational policies, regulations, and operational standards to maintain emergency response readiness.
  • Develop and support strategic planning, resource allocation, and budget planning initiatives for fire and emergency services programs.
  • Represent the organization in cross-functional governance and planning committees to advocate for fire and emergency services priorities.
  • Collaborate with senior leadership and stakeholders to align emergency response capabilities with organizational objectives.
  • Evaluate and defend staffing models and resource requirements to ensure adequate emergency response coverage.
  • Advocate for mission-specific fire and emergency services capabilities to support unique operational requirements.
  • Monitor program performance, identify improvement opportunities, and implement best practices to enhance operational effectiveness.
  • Provide subject matter expertise on fire and emergency services operations, emergency preparedness, and organizational readiness.
  • Support the development and execution of long-term strategies to strengthen emergency response capabilities across the enterprise.

Qualifications

Required Skills:

  • Bachelors Degree
  • Fire & Emergency Services Expertise — Former AF Fire Chief or senior F&ES leader with HQ‑level experience.
  • DOW Policy & Compliance Knowledge — Understanding of DOW fire protection standards, NDAA mandates, and enterprise governance
  • Program Objective Memorandum (POM) Experience — Ability to develop, justify, and defend resourcing requirements.
  • Enterprise Coordination Skills — Skilled at working with DOW branches, installations, and mission partners.
  • Operational Readiness Assessment — Ability to evaluate emergency response capability and mission risk.
  • Secret clearance for day 1 start.

Preferred Skills:

  • Headquarters experience with staffing approval packages for facility requirements.
  • Civil Engineer experience with Department of War branches highly desired.

Compensation:

  • W2 Hourly rate: $60 - $70. Pay rates are based on experience, qualifications, location, and certifications, and are subject to change at any time.
