Job Description

Dewberry is currently seeking a Technical Planning Specialist to join our cadre of skilled professional and technical staff supporting planning, preparedness, mitigation, and operational coordination activities across Alaska, Idaho, Oregon, and Washington.

 

This position is based in the Seattle/Bothell, Washington area and supports regional planning initiatives focused on natural hazards, operational readiness, and emergency management coordination. Work assignments may include planning efforts associated with Cascadia Subduction Zone earthquake and tsunami scenarios, volcanic hazards within the Cascade Range, continuity planning, logistics planning, and other all hazards preparedness activities.

 

You will collaborate with emergency management professionals, planners, GIS analysts, and federal, state, local, Tribal, territorial, and private sector stakeholders to develop planning products and analytical solutions that support emergency management decision making.

Responsibilities

Candidates will have strong competencies and demonstrated experience in emergency management planning, stakeholder coordination, and data analysis. Work assignments will include:

  • Develop, validate, and implement emergency operations plans, hazard mitigation plans, continuity of operations plans, and other planning products.
  • Apply FEMA’s FOPM Six Step Planning Process to guide planning deliverables and stakeholder engagement.
  • Support planning task orders through coordination, documentation, technical assistance, and meeting facilitation.
  • Facilitate stakeholder engagement and interagency coordination for planning efforts.
  • Assist in the design and execution of exercises to test and improve plans.
  • Support planning activities related to earthquakes, tsunamis, volcanic hazards, continuity, logistics, and regional preparedness initiatives.
  • Integrate data analysis and geospatial analytics into planning products to support evidence based decision making.
  • Perform quantitative and qualitative analysis in emergency management policies, programs, and procedures supporting federal agencies.
  • Develop and implement database management solutions, dashboards, analytical workflows, and data visualization products.
  • Support GIS based analysis, mapping, and situational awareness activities.
  • Ensure compliance with applicable government regulations and federal guidance.

Required Skills & Required Experience

  • Bachelor’s degree in emergency management, public administration, planning, geography, GIS, data science, or a related field.
  • Minimum of 5 years of experience in emergency management planning, preferably with FEMA, state emergency management agencies, or other federal deployments.
  • Familiarity with FEMA’s Incident Command System (ICS), planning doctrine, and disaster operations.
  • Experience applying the FOPM Six Step Planning Process in real world planning scenarios.
  • Demonstrated understanding of emergency management planning principles and regional hazard considerations.
  • Proficiency in Microsoft Excel, Power BI, SharePoint, Microsoft 365 tools, ArcGIS Pro, and ArcGIS Online.
  • Strong verbal and written communication skills, including technical writing and stakeholder facilitation.
  • Ability to work independently and collaboratively in dynamic environments.
  • Must be eligible to obtain a Public Trust clearance.

Additional Requirements

  • Position based in Seattle/Bothell, Washington.
  • Ability to travel periodically throughout FEMA Region 10 in support of planning activities.
  • Must have a valid driver’s license, good driving record, and ability to pass a driving record background check.
