Overview

**Hawai‘i Gas is seeking to fill three Operations Field Safety positions. Candidates may be considered at either the Specialist or Manager level based on their qualifications, experience, and demonstrated level of expertise. The final combination of Specialist and/or Manager positions will be determined based on business needs and qualifications.  This position may be based at various locations statewide.**

PURPOSE STATEMENT:

The Manager, Field Safety Operations position supports the LPG and/or Utility Operations and Environmental Health and Safety departments in implementing Hawaii Gas' safety, health, environmental, and regulatory compliance programs. This position provides both field and office-based support through safety leadership, employee coaching, compliance oversight, incident management, and continuous improvement initiatives. Working closely with Operations leaders, the EHS Manager promotes a strong safety culture, develops and implements safety programs, supports emergency preparedness and response activities, and ensures compliance with applicable FMCSA, PHMSA, OSHA, and State of Hawaii environmental and safety regulations.

Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

• Manages safety and compliance programs to ensure Company compliance with regulatory standards across LPG Operations.
• Provides strategic EHS guidance and risk management support to operational partners during the planning and execution of projects.
• Provides mentoring and training to Operations field safety specialist(s).
• Assists with environmental permitting and reporting.
• Assists with health and safety, waste management, and environmental contractor management.
• Partners with management teams to resolve safety and health deficiencies effectively.
• Provides regular updates on safety performance and initiative roll out to Operations and EHS Director.
• Leads the development and implementation of safety compliance training programs.
• Prepares reports on projects, compliance evaluation and corrective actions on findings.
• Implements safety rules and procedures to provide a safe work environment and reports all unsafe acts and conditions and corrects those within authority.
• Performs effective personnel management. In collaboration with the Executive Director, LPG Supply and Logistics and the Senior Director, EHS and in conjunction with the VP Human Resources, carries out the hiring, promotion, discipline, and other personnel actions of, or pertaining to, the employees under his/her supervision.
• Monitors proposed and enacted regulatory changes affecting Hawaii Gas operations, evaluates potential business impacts, communicates requirements to appropriate stakeholders, and supports the development and implementation of action plans to achieve compliance.
• Develops and delivers safety communications, including incident investigation reports, safety flashes, lessons learned, and other communications for employees, supervisors, and contractors.
• Evaluates contractor safety compliance and reviews contractor safety plans and procedures.
• Develops proactive safety and health procedures for integration into organizational operating policies.
• Leads investigations of incidents and near misses, including root cause analysis and corrective action development.
• Analyzes safety performance data and trends to recommend risk reduction and performance improvement strategies.
• Provides guidance and mentorship to junior safety staff and operational leaders to strengthen hazard recognition, compliance, and risk management capabilities.
• Develops information necessary for reporting environmental or employee injury incidents to appropriate regulatory agencies.
• Serves as the safety liaison with external organizations, including fire departments, mutual aid groups, and rescue teams, to support information sharing and mutual assistance.
• Participates in related professional organizations, such as the National Safety Council and American Society of Safety Professionals, by attending conferences, webinars, and industry forums.
• Supports emergency preparedness and response planning, including emergency drills and crisis management activities.

OTHER FUNCTIONS/RESPONSIBILITIES:

• Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
• Complies with all applicable corporate and Hawaii Gas policies and procedures.
• Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
• Performs all other related duties as instructed by supervisor/manager.

Qualifications

Required Education and/or Work Experience:

• High school diploma.
• Five years of experience in an occupational health, safety and environmental role in the energy, construction, manufacturing or process plant industries.
• Two years of experience developing, implementing and/or leading EHS programs, projects, or regulatory compliance initiatives.
• Knowledge and practical working application of NFPA, OSHA, EPA, HI DOH and work-related regulations.
• Proficient in the MS Office suite of tools (Word, Excel, Access, MS Project and PowerPoint).

Preferred Education and/or Work Experience:

• Bachelor’s or Master’s degree in Occupational Health & Safety, Engineering, Chemistry, or related field. 
• Qualified to conduct 8-hour and 24-hour HAZWOPR training.
• Experience in natural gas regulations and safety procedures.
• Experience in risk management and safety auditing.
• Experience managing FMSCA, PHMSA, and State of Hawaii Department of Health environmental compliance.
• Experience in emergency preparedness and response.
• Emergency Management experience.
• Knowledge of Propane Education and Research Council (PERC) educational programs.
• Knowledge of industrial hygiene requirements for working with hazardous materials.
• Knowledge of State of Hawaii Department of Health environmental regulations.
• Working knowledge of natural gas distribution pipeline repair and replacement operations.

Required Licensure, Certification, Registration or Designation:

• A valid driver’s license to operate a motor vehicle in Hawaii.

Preferred Licensure, Certification, Registration or Designation:

• Certified Safety Professional (CSP).
• HAZWOPER certification.
• Occupational Health and Safety Technologist (OHST).
• Safety Management Specialist (SMS).
