About this role

Overview

Our client is an award winning global integrator supporting a major branch of our Armed Forces.  They have an immediate need for a MILCON Construction Methods Specialist to work a hybrid schedule at the Pentagon. In this role, you will serve as a key technical advisor on innovative construction delivery methods, supporting progressive design-build, alternative acquisition strategies, and MILCON program development and execution to accelerate infrastructure delivery, improve cost efficiency, and enhance mission readiness across the Air Force enterprise.

 

Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE.

Responsibilities

  • Provide expert guidance on alternative construction methods, including Progressive Design-Build (PDB), Other Transactional Authorities (OTAs), Commercial Solutions Openings (CSOs), and other innovative delivery approaches.

  • Develop and implement strategies to integrate innovative construction and acquisition models into DoD infrastructure programs to accelerate project delivery, improve cost efficiency, and support mission requirements.

  • Advise program and acquisition teams on flexible contracting and acquisition strategies that leverage OTAs, CSOs, and other authorities to rapidly deliver innovative technologies and solutions.

  • Support the development and execution of MILCON projects utilizing alternative acquisition authorities, including project planning, procurement, contracting, negotiation, and program execution.

  • Develop tailored acquisition and contracting strategies in collaboration with contracting officers, legal teams, program managers, and other stakeholders to ensure compliance while maximizing flexibility and efficiency.

  • Coordinate with Government personnel to develop, implement, and execute MILCON projects and programmatic criteria, including design guides, policy standards, and requirements for unified facilities design and construction.

  • Ensure MILCON programs and projects align with applicable DoD policies, design standards, base design requirements, National Fire Protection standards, budget constraints, and Program Objective Memorandum (POM) requirements.

  • Conduct MILCON program analysis and develop trend, compliance, requirements, and programmatic presentations and reports to support leadership decision-making.

  • Draft, coordinate, validate, review, analyze, and submit program and acquisition packages for action, while implementing process improvements, business redirection, and change management initiatives.

  • Monitor emerging construction technologies, acquisition trends, and industry best practices to identify opportunities for improving MILCON and infrastructure investment strategies.

  • Assist in developing and updating policies, guidance, procedures, and best practices related to innovative construction delivery and alternative acquisition methods.

  • Coordinate with major organizational commands, industry partners, DoD stakeholders, nontraditional defense contractors, small businesses, and research institutions to identify and advance opportunities for innovative construction and acquisition approaches.

  • Lead workshops, training sessions, and knowledge-sharing activities to increase organizational understanding and capability in alternative construction methods, innovative acquisition strategies, and program execution.

Qualifications

Education

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field.

Required Experience

  • Minimum of 4 years of experience supporting federal construction or acquisition programs, including at least 3 years of experience with alternative delivery methods such as Progressive Design-Build (PDB) and Other Transaction Authorities (OTAs).

  • Experience with innovative facility and infrastructure design and construction methodologies, including Progressive Design-Build (PDB).

  • In-depth knowledge and practical experience with Other Transaction Authority (OTA) and Commercial Solutions Opening (CSO) mechanisms, including acquiring innovative technologies and solutions through these processes and understanding applicable governing authorities, such as 10 U.S.C. § 4022.

  • Experience working with nontraditional defense contractors, small businesses, and research institutions, including an understanding of applicable participation requirements such as cost-sharing.

  • Experience coordinating and executing MILCON projects and developing programmatic criteria in accordance with applicable DoD policies, design standards, and requirements.

Required Skills

  • Strong understanding of design-build principles and collaborative project delivery methodologies.

  • Demonstrated ability to develop tailored acquisition, contracting, and negotiation strategies utilizing OTAs, CSOs, and other alternative acquisition approaches.

  • Excellent written and verbal communication skills, with the ability to effectively engage and manage diverse stakeholders.

  • Ability to navigate complex regulatory and acquisition environments and develop innovative, compliant solutions to meet mission requirements.

Preferred Certification

  • Project Management Professional (PMP) certification.
