Overview

The Program Manager, Safety Risk Management supports Endeavor Air’s Safety Management System by facilitating structured hazard identification, safety risk assessment, risk control development, and risk acceptance activities across the operation. This role helps translate operational data, frontline reporting, investigations, audits, and change activity into a clear risk picture that supports proactive decision-making, regulatory compliance, and continuous improvement. The Program Manager partners with operational leaders to ensure risks are identified, assessed, documented, mitigated, and monitored in alignment with Endeavor’s SMS and 14 CFR Part 5 requirements.

Responsibilities

Essential Responsibilities

  • Facilitate Safety Risk Management activities, including system analysis, hazard identification, risk assessment, control development, risk acceptance, and effectiveness monitoring.
  • Partner with Flight Operations, Inflight, Technical Operations, OCC, Ground Operations, Safety Assurance, and other business areas to ensure operational changes and emerging hazards are evaluated through the SMS.
  • Support development and maintenance of Endeavor’s enterprise and divisional risk picture, including top risks, risk trends, mitigation status, and escalation needs.
  • Analyze safety reports, investigations, audit findings, operational data, and industry information to identify hazards, weak signals, recurring themes, and opportunities for risk reduction.
  • Prepare clear, actionable SRM documentation, summaries, dashboards, and leadership briefings that support risk-based decision-making.
  • Track risk controls and corrective actions to ensure implementation, ownership, due dates, and effectiveness verification are documented and communicated.
  • Support safety governance forums by preparing risk materials, documenting decisions, following up on action items, and helping close feedback loops with operational stakeholders.
  • Assist with SMS training, coaching, and safety promotion activities to improve SRM understanding, risk ownership, and consistent use of Endeavor’s SRM processes.
  • Conduct technical research and interpret applicable FAA requirements, company policies, industry practices, and safety data to support defensible risk decisions.
  • Promote a positive, just, and learning-oriented safety culture by encouraging reporting, collaboration, transparency, and practical risk management.

Qualifications

Required Qualifications

  • Bachelor’s degree or equivalent combination of education and relevant experience.
  • At least 3 years of experience in aviation safety, airline operations, Safety Management Systems, risk management, investigations, compliance, or a related field.
  • Working knowledge of 14 CFR Part 5 Safety Management Systems and Part 121 airline operations.
  • Ability to facilitate cross-functional discussions, document decisions, and translate complex safety issues into practical actions.
  • Strong analytical, written communication, presentation, and organizational skills.
  • Proficiency with Microsoft Office tools; experience with data visualization, reporting, or analytics tools
  • Ability to travel as needed to support investigations, risk assessments, operational reviews, or safety meetings.

Preferred Qualifications

  • Experience facilitating formal SRM, management of change, bow-tie analysis, root cause analysis, or other structured safety risk methods.
  • Experience with voluntary safety programs, safety reporting systems, safety assurance, internal evaluation, or corrective action tracking.
  • Experience working in a regional airline or multi-station operational environment.
  • Familiarity with FAA guidance, safety performance indicators, risk registers, and safety governance forums.

Work Environment & Physical Demands

This role is primarily office-based but may require travel to line stations, maintenance bases, airport operations areas, or incident locations. The employee may occasionally work in ramp, hangar, or operational environments and must be able to comply with applicable safety requirements and personal protective equipment expectations.
