PATH is seeking three Provincial Monitoring, Evaluation, and Learning (MEL) Officer for the global REACH Malaria project (Reaching every at-risk community and household with malaria services) funded by the United States Government (USG). REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in delivering the full range of lifesaving health services at the community and facility levels, including malaria case management, malaria prevention during pregnancy, data collection and use for service delivery, and other malaria prevention interventions.

The Provincial MEL Officers will report to their respective Provincial Coordinators and will be under the technical supervision of the Project Monitoring and Evaluation Manager. They will support the development and management of MEL systems at the provincial intervention level.

*PATH is seeking to recruit three Provincial Monitoring, Evaluation, and Learning (MEL) Officers to based in Buhumuza, Burunga, Gitega, Burundi.

Responsibilities

  • Support the development of the national MEL plan and systems, including the development of data collection tools or forms at the national level.

  • Support the annual work planning process to ensure inclusion of MEL-related activities.

  • Support implementation of MEL activities at the national level.

  • Provide support to health districts and health facilities for data consultation and on-site training in DHIS2 for new Health Information System (HIS) staff.

  • Provide support for routine data collection, cleaning, processing, and analysis of performance and contextual indicators from MEL plans, including mapping data elements for performance indicators and data flows for reporting.

  • Support monitoring of project activities; provide technical and logistical support for facility assessments, supervision activities, and other primary data collection efforts.

  • Provide support for data entry and processing for Data Quality Audits (DQA), as well as support for data validation and review.

  • Provide support to national, provincial, and district leadership teams for regular reporting of malaria data from the HMIS, in line with programmatic needs of the National Malaria Control Program (NMCP).

  • Provide technical and logistical support for capacity-building activities of the NMCP related to data use for quality improvement and programmatic decision-making.

  • Lead knowledge management activities, including ensuring that all MEL-related tools, forms, reports, presentations, and datasets are stored on the project’s SharePoint, supporting data management and submission of project datasets to data repositories according to contract terms.

  • Contribute to technical documents, presentations, standard operating procedures, and reports as requested.

  • Participate in and support post-activity reviews, quarterly evaluation meetings, and other learning activities.

Required Skills and Experience

  • Master’s degree in Public Health or Social Sciences and a Bachelor’s degree in Public Health, Social Sciences, Statistics, or a relevant discipline.

  • Minimum 5 years of experience and demonstrated skills in monitoring and evaluation in donor-funded projects, preferably funded by the United States Government.

  • Experience with donor-funded performance monitoring plans.

  • Familiarity with the National Malaria Control Program (NMCP), National Health Information System (DSNIS), and decentralized structures (Provincial Health Offices, District Health Offices, and health facilities) is an asset.

  • Knowledge and experience with Health Information Systems (HIS), particularly DHIS2, is required.

  • Proven experience supporting data collection efforts, including data entry, cleaning, processing, and analysis.

  • Experience in data analysis using Excel and other tools such as R, Stata, SPSS, and data visualization tools (e.g., Excel, Power BI, Tableau).

  • Strong communication, problem-solving, and organizational skills, with a positive and solution-oriented approach to challenges.

  • Strong analytical, presentation, and report-writing skills.

  • Excellent knowledge management, facilitation, and coordination skills.

  • Highly detail-oriented, with the ability to communicate effectively and concisely both verbally and in writing.

  • Professional rigor, resourcefulness, integrity, credibility, and commitment to PATH’s mission.

  • Professional proficiency in French is required.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) is required.

  • Soutenir l’élaboration du plan national de SEA et des systèmes associĂ©s, y compris le dĂ©veloppement d’outils ou de formulaires de collecte de donnĂ©es au niveau national.

  • Soutenir le processus annuel de planification des activitĂ©s afin d’assurer l’inclusion des activitĂ©s liĂ©es au SEA.

  • Minimum de 5 ans d’expĂ©rience et compĂ©tences dĂ©montrĂ©es en suivi et Ă©valuation dans des projets financĂ©s par des bailleurs, de prĂ©fĂ©rence financĂ©s par le Gouvernement des États-Unis.

  • ExpĂ©rience avec les plans de suivi de performance financĂ©s par les bailleurs.

  • La familiaritĂ© avec le Programme National de Lutte contre le Paludisme (PNLP), le Système National d’Information Sanitaire (DSNIS) et les structures dĂ©centralisĂ©es (Bureaux Provinciaux de SantĂ©, Bureaux de District Sanitaire et formations sanitaires) constitue un atout.
