Reporting to the Manager, Quality Improvement Strategy, the Quality Improvement Measure Strategist is responsible for driving initiatives that enhance organizational quality and performance. The Quality Improvement Measure Strategist applies exceptional critical thinking and problem-solving abilities to analyze performance trends, identify improvement opportunities, and implement best practice solutions. The Quality Improvement Measure Strategist develops and optimizes end-to-end processes using design thinking methodology to ensure user-centered, innovative outcomes.

 

The position is accountable for monitoring organizational performance measures, supporting continuous improvement efforts, and collaborating across teams to achieve strategic goals. As the primary quality improvement expert for internal and external partners, this position facilitates collaboration, communication, and alignment to achieve measure improvement goals.

 

The Quality Improvement Measure Strategist is accountable for enterprise performance on assigned quality measures.

Key Responsibilities

  • Serve as the quality improvement expert with internal teams and external partners to drive quality improvement initiatives for assigned measures.
  • Translate measure requirements into clear actionable insights for diverse audiences.
  • Analyze performance data and identify trends, gaps, and opportunities for improvement.
  • Accountable for enterprise performance on assigned quality measures, including county-level and sub-population level performance, as identified. Goal is to achieve consistent 4-star performance for all assigned measures. 
  • Provide mentorship, share knowledge, delegate appropriately, and assist team members in mitigating challenges.
  • Inspire others through example, promote accountability and encourage high performance.
  • Educate stakeholders on performance gaps and improvement opportunities.
  • Recommend targeted activities and interventions to improve quality and outcomes to reach 4 star or higher performance goals.
  • Lead the design and implementation of process improvements leveraging industry trends and emerging best practices.
  • Monitor and report on key performance indicators and organizational measures related to assigned quality measures.
  • Ensure improvement initiatives align with compliance, regulatory and accreditation standards.
  • Foster collaboration and maintain strong relationships with stakeholders to support improvement efforts.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Requirements 

    • Minimum of eight (8) years of quality measurement experience in a health system or health plan setting with a focus in health plan quality improvement strategies required
    • Bachelor’s degree in any relevant field from an accredited institution required
    • Master’s degree or Doctorate degree (e.g., MD, NP, PA, RN) in any Science or Health Related field from an accredited institution preferred
    • Certified Professional of Healthcare Quality required or required to obtain within one (1) year of employment
    • Minimum possession of an active, unrestricted, and unencumbered Registered Nurse (RN) license issued by the California BRN preferred
    • Advanced active, unrestricted, and unencumbered clinical licensure issued by appropriate State Board (i.e. MD, PA, NP) preferred

     

    Key Qualifications

    • Valid California Driver’s License preferred
    • Knowledge in:
      • Health Plan, Federal, State and Accreditation Quality Requirements
      • Provider Workflows and Care Coordination and Transition Management processes
    • SDOH, Health Equity, Community Resources, Person-Centered Care, Alternative Care Models
    • Good problem-solving, organizational, and leadership skills are highly required
    • Proficient user of basic computer applications for the execution of daily project operations
    • Must possess excellent communication skills to effectively convey messages across to both study team members and other external persons like vendors and external consultants
    • Proficiency in Microsoft Office, PowerPoint, Excel, Project
    • Must be able to lead and work as part of a cross-functional team, building new healthcare partnerships, products, and services
    • Excellent analytical, interpersonal, and project management skills
    • Exceptional ability to organize and motivate other members in the project team
    • Proven track record for execution of deliverables and enterprise targets
    • Excellent creative, organization, multi-tasking, and attention to detail capabilities
    • Must be able to work within a dynamic environment, including managing multiple projects, and pivoting or changing direction as needed
    • Must results driven, self-starter, navigate ambiguity
    • Commute to meeting locations as needed

    Work Model Location

    Telecommute (All IEHP positions approved for telecommute work locations may periodically be required to report to IEHP’s main campus for mandatory in-person meetings or for other business needs as determined by IEHP leadership)

    Pay Range

    USD $118,601.60 - USD $157,144.00 /Yr.
