Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan focusing on urban and camp interventions addressing health, protection, economic development, and early childhood development for Syrian refugees and host communities. IRC through its health program has been providing essential Primary and Reproductive Health (RH) services to Syrian refugees and vulnerable host communities in Jordan

Job Overview/Summary:

The Senior Health Officer will oversee the day-to-day management of the IRC Primary Health Care (PHC) facility in Za’atari Refugee Camp, including the supervision of all health staff assigned to the facility. The position reports directly to the Senior Health Manager.

The Senior Health Officer will oversee daily clinic operations, including staff management, patient flow, and resource utilization, while ensuring the availability of medical supplies, equipment, and pharmaceuticals through close coordination with the Senior Health Manager and the Supply Chain team. The role also includes monitoring facility cleanliness and compliance with infection prevention and control (IPC), occupational health and safety standards, and overseeing staff attendance, leave requests, and performance management in coordination with the Senior Health Manager.

In addition, the Senior Health Officer will prepare routine operational reports covering patient caseloads, service utilization, staffing, supply status, operational challenges, and key facility achievements. The position also requires active participation in coordination meetings with camp authorities, health partners, and IRC departments, while identifying and escalating operational gaps that may affect service delivery.

Main Responsibilities:

The Senior Health Officer will serve as the focal point for IRC health operations at Za’atari Refugee Camp and will be responsible for the following:

• Work with the Senior Health Manager to ensure project objectives, targets, and indicators are achieved in accordance with the project logical framework and approved budget.
• Ensure program quality is maintained in line with IRC technical standards and project management requirements.
• Provide technical guidance, in coordination with the Senior Health Manager, to health teams to improve the quality, relevance, and effectiveness of health services.
• Plan and oversee project implementation in close coordination with the Senior Health Manager and the Human Resources, Supply Chain, Logistics, and Finance departments.
• Collaborate with stakeholders to identify patients requiring emergency life-saving interventions and facilitate timely access to appropriate services.
• Prepare, review, and submit clinic-related payment requests and supporting documentation to the Supply Chain and Finance departments in accordance with IRC procedures and timelines.
• Coordinate with contracted referral hospitals to ensure patients receive timely and appropriate medical services in accordance with established referral pathways.
• Represent IRC in relevant technical forums and coordination meetings within the intervention area.
• Represent IRC in camp-based health sector and working group meetings, as assigned.
• Provide regular updates to partners on project progress, achievements, challenges, and operational planning.
• Coordinate with healthcare providers inside and outside the camp to ensure timely referrals and resolve referral-related challenges.
• Serve as the field-level focal point for partner organizations.
• Ensure the quality, completeness, and timeliness of program reporting through regular review of reporting tools and provision of feedback.
• Prepare monthly Activity Progress Reports using approved templates and submit them within established deadlines.
• Support the Senior Health Manager and the Grants and Reporting teams with program reporting requirements.
• Ensure accurate documentation of program data, lessons learned, and best practices.
• Coordinate with local authorities, partners, and relevant stakeholders.
• Support the Communications team by contributing to the monthly Jordan staff newsletter, video newsletter, and other communication products through articles, presentations, videos, or identification of suitable contributors.
• Provide ongoing technical support, coaching, orientation, and on-the-job training to health staff.
• Lead, supervise, monitor, and motivate the health team at Za’atari Camp.
• Identify staff training needs and support capacity-building initiatives in coordination with the Senior Health Manager.
• Conduct staff performance appraisals in accordance with IRC policies and procedures.
• Support the professional development of team members.
• Perform any other duties assigned by the Senior Health Manager.

Position Directly Supervises: All health staff assigned to the IRC Zaatari health facility

Demonstrated Skills and Competencies:

• Strong knowledge of primary health care program management, including planning, implementation, and monitoring against project targets and indicators.
• Knowledge of registration and reporting systems, particularly Health Information Systems (HIS).
• Experience in health partnership management.
• Strong team management skills, including leadership, supervision, motivation, and performance management of clinical and support staff.
• Ability to assess staff training needs and build technical capacity across a multidisciplinary health team.
• Knowledge of pharmaceutical management and supply chain coordination.
• Strong skills in program reporting, including preparation of activity progress reports within established deadlines.
• Strong coordination and representation skills, with experience engaging external stakeholders.
• Excellent teamwork, flexibility, and relationship-building skills.
• Excellent communication and interpersonal skills, with the ability to work across departments (HR, Logistics, Finance) and with diverse teams.
• Strong computer skills, including Microsoft Word, Excel, Outlook, and database management
• Strong organizational and problem-solving skills, with the ability to manage multiple priorities in a demanding clinic environment.

Job Requirement:

• Education: Degree in a health-related field
• Work Experience: 3 to 5 years of experience in a similar role, with experience in humanitarian settings with NGOs/INGOs is mandatory.
• Language Skills: Fluent in Arabic and English

The position is based in the Zaatari camp.
