Job Description

International Cooperation and Official Correspondence:

  1. Ensure expansion, further development, and maintenance of cooperation with foreign partners (foreign higher education institutions, scientific and educational organizations, research institutes, specialized associations and alliances, foreign embassies, and international organizations);
  2. Conducting negotiations and preparing draft agreements (memoranda, contracts, and other documents) with foreign partners, educational and research organizations;
  3. Organizing and coordinating negotiations aimed at establishing and developing international cooperation;
  4. Coordinates activities within the framework of international alliances and associations in which the University is a member, including contributing to the strengthening and promotion of the University’s international reputation;
  5. Conducting official and electronic correspondence with international educational organizations, embassies, the Ministry of Foreign Affairs, government bodies, and international organizations on matters within the competence of the Department;
  6. Ensure the promotion and support of the University’s international positioning through participation in international exhibitions, conferences, forums, and symposia, including in cooperation with structural units responsible for international marketing and student recruitment;

Maintenance and monitoring of the University Memorandum Registry

  1. Carries out the coordination, registration, and storage of memorandums concluded by the University and ensures timely updates of the memorandum registration log in accordance with the applicable Internal Regulatory Document (IRD) “Rules and Procedures for the Development, Conclusion, and Implementation of Memorandums at the University”;
  2. Maintains records of, updates, and ensures timely updating the registry of memorandums concluded by the University;
  3. Collects and processes data on the activities of structural units (schools, laboratories, etc.) with international partners within the framework of concluded memorandums;
  4. Monitors the implementation of memorandums and prepares reporting information in accordance with the established procedures.

Promotion of the University’s Reputation and Organization of Protocol Events:

  1. Participating in the development of action plans and activities aimed at promoting the University’s reputation within the scope of the Unit’s competence;
  2. Organizing and planning protocol events (meetings, conferences, forums, seminars) within the scope of the Unit’s competence;
  3. Ensuring compliance with protocol and etiquette standards during visits of delegations from foreign partners to the University and the Republic of Kazakhstan.

Information and Analytical Activities:

  1. Collecting, systematizing, and storing data related to internationalization and international cooperation (web pages, news, spreadsheets, etc.);
  2. Preparing informational, analytical, and presentation materials, including reports and press releases on matters under supervision;
  3. Participating in the development of strategies, conceptual documents, and proposals aimed at enhancing international cooperation.

Regulatory and Methodological Activities:

  1. Participating in the development and approval of internal documents related to the tasks of the Department;
  2. Cooperating with other structural units and subsidiary organizations of the University on issues of academic mobility;
  3. Provides consultative and methodological support on issues within the competence of the Unit.

Qualifications

Master’s or Bachelor’s degree, preferably from a higher education institution with English as the language of instruction, in the field of international education, higher education management, regional studies, or a related discipline.

Possession of professional certificates or licenses is an advantage.

 With a Bachelor’s or Specialist degree, at least 5 years of work experience in areas relevant to the functional responsibilities of the position is desirable. Priority fields include: International Relations; Public Administration; Public Policy/Political Science; Leadership/Educational Management; International Law; Economics / Business Administration / (Project) Management

With a Master’s degree, at least 3 years of professional experience in areas relevant to the functional responsibilities of this position is required.

Additional Information

Knowledge:

  1. Knowledge of the labor legislation of the Republic of Kazakhstan;
  2. Knowledge of the Law of the Republic of Kazakhstan “On Education”;
  3. Knowledge and ability to organize and supervise operational activities; confident PC user;
  4. Knowledge of the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan “On the Status of Nazarbayev University”, “Nazarbayev Intellectual Schools”, “Nazarbayev Fund”, as well as legislative and other regulatory legal acts of the Republic of Kazakhstan in the field of international relations.

Skills:

  1. Skills in systematic analysis and evaluation of the effectiveness of memorandums (MoUs), including identification of active/inactive partnerships and preparation of recommendations for their development, extension, or termination;
  2. Experience in maintaining and analytically processing databases of international agreements (registries, dashboards, internationalization KPIs);
  3. Ability to prepare strategic reviews and briefing notes for senior management based on the analysis of international agreements;
  4. Expertise in the recognition and nostrification of foreign diplomas and qualifications;
  5. Skills in liaising with foreign ministries of education, accreditation agencies, professional and regulatory bodies;
  6. Ability to prepare official opinions, cover letters, and clarifications on issues of academic recognition;
  7. Understanding of differences among national higher education systems and regulatory frameworks;
  8. Intercultural communication skills when working with partners from different regions (MENA, South and Southeast Asia);
  9. Experience and readiness to participate in international conferences, forums, summits, and working groups as a representative of the University;
  10. Experience in networking and establishing strategic contacts with foreign universities and organizations.

Competencies:

  1. Understanding of student academic mobility aspects, including issues and regulations related to studying abroad;
  2. Ability to organize negotiation processes and protocol arrangements;
  3. Ability to learn quickly on the job when required.

Fluent proficiency in English (IELTS 7.0 or higher), Kazakh, and Russian.
