About this role

ABOUT THE ROLE

We are seeking a Sub-Contractor Manager to join our team supporting the Portsmouth Site! This position is full-time and will be based out of Piketon, Ohio.

Responsibilities

  • Manage contracts job functions as assigned by senior management.

  • Plan, schedule, and organize contracts department to ensure effective utilization of employees and compliances with all contract requirements, quality standards, and budgetary guidelines.

  • Manage all aspects of contracting project life cycle, including scope definition, developing detailed plan, tracking, managing, and communicating project status.

  • Maintain close working relationship with senior management and/or operational management in ensuring contracting services are being properly executed and needs of the company are met.

  • Ensure compliance with Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR), and Project Procedures.

  • Act as a liaison with management throughout the company hierarchy to gather and analyze data on company sourcing strategy and make recommendations of new trends in sourcing and procedures.

  • Represent the company in meetings with and presentations to DOE and industry representatives.

  • Maintain a workplace free of harassment, intimidation, and other unlawful or against company policy activities.

  • Provide technical and administrative guidance to all assigned personnel.

  • Mentor higher level contracts personnel to prepare for advancement.

  • Write, edit, review, and approve procedures and analysis data relevant to assigned section or group.

  • Instruct employees on work methods and performance expectations. Fairly evaluate each employee’s job performance and provide regular structured performance feedback.

  • Stay alert to means and methods by which the operations of the project team may be improved and recommend revisions to the operating plan and detailed functioning of the task force when appropriate.

  • Provide leadership and motivation and supervise the activities of a department via subordinate personnel.

  • Oversight of groups, staff development, and planning.

  • Oversee budgetary tasks.

  • Perform management duties complex in nature.

  • Maintain knowledge of and demonstrate ability to perform work safely in accordance with all approved safety policies, procedures, and applicable regulations and perform assigned duties in a safe manner. If supervising others, responsible for the safety of those being supervised and ensure they comply with established safety policies and procedures and practice safe work habits.

  • Actively participate in Safety Work Groups.

Requirements

  • Education & Years of Experience – Bachelor’s Degree in related field and 15+ years of relevant experience or an equivalent combination of education and experience is required. Typical experience ranges from 15 - 20 years.

  • Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.

  • Clearance – To be considered, you must be able to obtain and maintain a government issued clearance, if needed.

  • Experience with basic PC skills to include Microsoft software.

  • Expert understanding of federal and state policies and regulations.

  • Excellent interpersonal and communication skills.

  • Exemplary attention to detail.

  • Maintains sensitivity to and report on instances of fraud, waste and abuse.

  • DOE “L” clearance or ability to obtain a DOE “L” clearance.

About the Site

The DOE's Portsmouth Site, located in Piketon, Ohio, strives to effectively implement EM responsibilities, obligations and activities to accomplish environmental remediation actions in compliance with regulatory milestones and agreements; disposition legacy and newly generated waste; implement Cold Shutdown requirements; disposition of depleted uranium hexafluoride cylinders; and perform Decontamination and Decommissioning (energy.gov).
