About this role

The Training Department serves a vital role within NCFTA's operations. It is both a core 
service provided to NCFTA's members and a strategic function that strengthens the 
organization internally. Through its training department, new team members are equipped 
with the knowledge and skills needed to contribute effectively from the outset while 
existing employees benefit from ongoing professional development. 


The Training & Development Manager serves as the central point of contact (POC) with 
accountability for all NCFTA training and development activities, internally and externally. 
Responsibilities include collaborating with the management team to identify internal and 
external training and development needs; developing and/or sourcing training curriculum 
and resources; identifying applicable industry subject matter experts; creating and 
executing training plans and deliverables; maintaining an accurate and current catalog of 
NCFTA analytical tools and resources, serving as NCFTA POC with respect to those tools 
and resources, and ensuring NCFTA personnel receive appropriate training regarding those 
tools and resources; and providing logistical support and oversight of the “analyst 
immersion program”.   


As necessary, the Training & Development Manager will be required to provide direct 
instruction to internal team members (i.e., staff and analyst development), NCFTA 
Members, and external audiences, as well as identify and recruit suitable internal and 
external NCFTA members to assist in this endeavor. This individual will be responsible for 
establishing new training relationships and maintaining existing relationships. The Training 
& Development Manager will also handle and execute special projects as assigned, 
develop project plans, record achievement of project milestones, and successfully 
implement special projects to completion.  


RESPONSIBILITIES:  
• Design and deliver high-quality training offerings that serve both external stakeholders 
and internal employees. 
•  Establish robust onboarding training for internal team members (i.e., staff and analysts) 
geared to cultivate foundational familiarity with operational IT applications and tools, 
administrative processes, and organizational structure. 
• Regularly assess capabilities of available collection tools, identify new tools, and provide 
applicable training to internal team members. 
• Monitor analytical tool utilization and related budgetary resources to support vendor 
management and contract discussions 
• Assist ongoing “Brand and Consumer Protection” training initiatives (e.g., CBP Port 
initiative, Target Grant), and other program related training initiatives as they arise.     
• Develop training calendars through short-and long-term planning process.  
• Deliver, or coordinate delivery of, training and development sessions.  
• Develop and execute communication plans for NCFTA-led (and NCFTA-assisted, as 
appropriate) training events including scheduling announcements, calendars, invitations, 
evaluations, etc.  
• Identify, coordinate, and, where appropriate, execute the administrative functions 
necessary to deliver and document training and development programs, including 
maintaining calendars, registrations, surveys, invoices, and budgets.  
•Establish, maintain and update a training library accessible to internal team members. 
• Deploy an evaluation process to collect constructive feedback on the effectiveness of 
training sessions and implement applicable recommendations.  
• Supervise and oversee NCFTA personnel engaged in training and development activities, 
including third-party consultants, grant partners, and other participants supporting NCFTA 
training initiatives and special projects 
• Identify and recruit NCFTA staff (or outside resources) who are subject matter experts, or 
who have skill sets appropriate to create and deliver training.  
• Manage special projects, to include the “analyst immersion program” (e.g., budgetary 
management, placement etc.) as assigned by the CEO or Director of Operations to 
successful completion.  
• Foster an environment that is open and inclusive and treats all employees and members

• All other duties assigned by the CEO or Director of Operations.  


QUALIFICATIONS:  
• Bachelor's degree or an equivalent combination of education, military service, and 
professional experience. 
• Six (6) or more years of experience in areas including but not limited to information 
technology, law enforcement or intelligence or a related field 
• Demonstrated experience providing instruction to adult audiences on matters relevant to 
the NCFTA mission.  
•Demonstrated proficiency in Microsoft 365 suite to include “Teams” and “PowerPoint”. 
• Possesses, or will obtain recognized Instructor certification(s), including Train the Trainer 
course completion in relevant subject matter areas.  
• Able to travel as needed.  
• Ability to communicate and support the organization's mission, core values, and goals.  
• Demonstrated experience as a cyber/fraud researcher or analyst in a law enforcement, 
regulatory, or similar setting.  
• Demonstrated working knowledge and understanding all applications and tools available 
to perform the job and use these resources effectively, to include Microsoft 365 Suite (e.g., 
“Teams” and “PowerPoint”).  
• Superior verbal and written communication abilities.  
• Ability to develop and maintain strong, collaborative relationships with staff, members, 
and external collaborators.  
• Excellent organizational and critical thinking skills.  
• Professional demeanor with attention to detail.  
• Engaging personality supported by inquisitive, analytical, problem-solving mindset.

• Ability to manage multiple projects (training and other) with competing priorities and

projects, and training needs.
