Job Description

The Turnkey Estimator develops accurate cost estimates for balance of plant (BoP) scope on water treatment projects, supporting bid development and project planning through detailed analysis of labor, materials, equipment, and subcontractor costs. You'll work closely with the EP+ Manager, Commercial Project Leads, and design teams to ensure accurate pricing, identify cost drivers, and support project profitability.

Key Responsibilities

Cost Estimation & Analysis

  • Develop detailed cost estimates for balance of plant mechanical and electrical scope on water treatment projects
  • Analyze project specifications, drawings, and requirements to identify all cost components and scope elements
  • Prepare estimates at various levels of detail (Class 5 through Class 1) based on design development stage
  • Develop labor cost estimates based on crew productivity, project complexity, and site conditions
  • Prepare equipment and material cost estimates, including procurement lead times and logistics
  • Maintain and update cost databases and historical cost information for balance of plant systems

Bid & Commercial Support

  • Support bid strategy development by providing cost analysis and identifying cost drivers for EP+ projects
  • Support the Commercial Project Leads with cost modeling for different project delivery approaches (Top Box vs. Partnership)
  • Participate in bid reviews and provide cost justification and risk assessment
  • Communicate cost estimates and assumptions clearly to project teams and stakeholders
  • Support the EP+ Manager with market analysis and cost trend identification

Subcontractor & Supplier Management

  • Solicit and analyze quotes from subcontractors and material suppliers for balance of plant scope
  • Assist with contractor qualification and cost validation during partner selection
  • Experience working with contractors and subcontractors on cost analysis

Risk & Contingency Management

  • Identify and quantify risks and contingencies appropriate to the project stage and delivery model
  • Support the development of TIC (Total Installed Cost) factors and benchmarking for balance of plant scope
  • Prepare cost estimates for change orders and scope modifications during project execution

Project Execution Support

  • Collaborate with the Construction Manager and Project Controls Lead to track actual costs against estimates
  • Maintain professional certifications and stay current with industry cost trends and practices

Qualifications

What We're Looking For

Education

  • Bachelor's degree in Engineering, Construction Management, or related field

Experience Required

  • Minimum 8 years of cost estimation experience on industrial or construction projects
  • Minimum 5 years of experience estimating mechanical and electrical construction costs
  • Demonstrated experience with balance of plant or similar industrial systems
  • Strong knowledge of construction cost estimation methodologies and practices
  • Experience with cost estimation software and tools
  • Ability to develop estimates at multiple levels of detail (Class 5 through Class 1)
  • Fluency in English (French is a plus)

Experience Preferred

  • Certified Cost Professional (CCP) or similar cost estimation certification
  • Experience with EP+ or turnkey project delivery models
  • Experience with water treatment or similar industrial projects
  • Knowledge of NORAM region labor rates and material costs
  • Experience with progressive design-build cost estimation
  • Familiarity with project controls and earned value management
  • Experience with risk quantification and contingency analysis

Hard Skills Required

  • Detailed cost estimation and cost modeling for mechanical and electrical systems
  • Knowledge of balance of plant design, materials, and installation practices
  • Experience with construction cost databases and estimating software
  • Understanding of labor productivity and crew composition for M&E work
  • Knowledge of equipment and material costs for water treatment applications
  • Experience with subcontractor and supplier cost analysis
  • Understanding of project delivery models (Design-Build, EPC, Turnkey)
  • Ability to read and interpret engineering drawings and specifications
  • Financial analysis and cost-benefit analysis skills

Compensation: the compensation range is tied to the market for similarly benchmarked roles. The range is not an absolute, but a guide, and offers will be based on the individual candidate’s knowledge, skills, experience, and market conditions, as well as internal peer equity. Depending upon all the preceding considerations for the final selected individual candidate, the offer may be lower or higher than the stated range: CAD $87,000 - $100,000.
