Serve as Assistant Commissioner within NYC DOT’s Roadway Repair and Maintenance Division. Oversee over 50 employees within three critical administrative units: Resource Management, Administration, and Technical Services, Innovation and Quality Assurance. Position is responsible for administrative activities that support the Division’s operation including managing, procuring, and spending oversight of over $285M in Expense funding, inclusive of over $285M in IFA revenue, and over $280M in Capital funding; oversight of workforce development and training for staff of over 1,400; contract management; asphalt testing and quality control. The candidate will interface on a managerial level with external City agencies such as the Mayor’s Office of Management and Budget and the NYC Department of Citywide Administrative Services, and with internal NYC DOT units and divisions including Facilities, Personnel, Payroll, Budget, Litigation, Office of Equity Diversity, and Inclusion, Office of Labor Relations, Office of the Advocate, Office of Safety & Health, IT&Telecom, Learning Center, Agency Chief Contracting Officer, and executives of other Divisions; as well as architects, engineers, various types of vendors for goods and services, landlords/building management, union representatives, and members of community organizations. Evaluate and develop alternative solutions for problematic situations. Spearhead oversight of automation in various facets of the Division’s operations. Oversee and ensure the integrity of document preparation and justification. The Assistant Commissioner reports directly to the Deputy Commissioner for NYC DOT Roadway Repair and Maintenance, represents the Deputy Commissioner in their absence, and performs other related managerial duties as required. Details of NYC DOT Roadway Repair and Maintenance unit responsibilities under the jurisdiction of this position are as follows:

Resource Management: Oversees division-wide budgeting, fiscal reporting, procurement, capital project planning, funding, contract administration, and initiatives focused on efficiency, cost savings, improved operations, and accountability.

Administration: Directs human resources, fiscal management, training and development, safety and health, facilities, inventory, over 2,000 vehicle and equipment assignments, environmental compliance, policies, and administrative support for more than 1,400 employees across seven units and 35 subunits.

Technical Services, Innovation and Quality Assurance: Oversees asphalt testing and quality assurance, vendor plant inspections, contract compliance, engineering guidance, remediation of roadway conditions, in-house construction projects, and capital construction planning.

Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
